This is literally, "It's not [anything like] a cheerful personality" (with politeness attached unnaturally onto the end at the last moment, like she just remembered to hold herself back).

(I wasn't planning to use Henry on my Lunatic playthrough simply because I had my team mapped out already, but then he came in with his crows and his giant grin and I was like "well I guess I haven't accounted for Olivia's babies...")

But, yes, I see what you mean about him being turned into a gag, and it's pretty disappointing. I'm often a fan of minor changes in localization, but when they butcher a character this badly, it's upsetting.
(I'm ignoring that joke.)
