I think the Tamir Triad does improve if you're already familiar with the world, and the first Nightrunner book (Luck in the Shadows) eases you into the world more gracefully than Tamir does. And while you're there, you may as well read the second (Stalking Darkness) which concludes the major storyline set up by the first.
The Nightrunner books are tons of fun on their own, especially the first two, which I think are the strongest. The rest are largely self-contained and just don't have the spark that comes with the first two, but if you like the characters, by all means keep reading them.
The Tamir Triad is perfectly readable without Nightrunner, but if you were planning to check out Nightrunner anyway, read Nightrunner first.
